Dr. Garces is the Corporate Clerk/Secretary of RSI. Having received
early training in ophthalmology and well as the specialties of ear,
nose and throat, he recently retired from a distinguished active
clinical practice in the latter branches of medicine and surgery.
Currently he devotes a major part of his time and talents to the
mission of RSI.
